Party leaders had hoped to pass the bill by voice vote or unanimous consent, both measures that do not require the full House to be present for a vote, but that option now could be out the window unless Massie changes his mind. for COVID-19 and lawmakers worry bringing the House together for a full vote could cause the virus to spread in the halls of Capitol Hill.

The Senate passed the aid package, the largest in American history, on Wednesday in a unanimous 96-0 vote.
