Program Manager, Joe Munoz, oversees a training course offered to school based law enforcement on Tuesday, Dec. 6, 2022 at the Texas State University School Safety Center in Houston. Some topics covered in this training are child and adolescent development and Psychology, de-escalation techniques and Mental and Behavioral Health Needs of Children with Disabilities or Special Needs.

The School Safety Center opened in 1999 after the Columbine school shooting and was charged in 2001 with being Texas school districts’ go-to resource for best-practice safety procedures. The center’s role expanded over time, especially with the state’s passage of Senate Bill 11 in 2019, a law which requires school districts to establish threat assessment teams to identify potentially dangerous students and determine intervention approaches.

Martinez-Prather said the center operates on a $10.9 million budget appropriated from the Legislature every two years. Gov. Greg Abbott leaned on the agency after the Uvalde shooting, asking them to randomly audit schools and find weak points in their entry. Martinez-Prather said her organization has completed nearly 2,600 audits to date and intends to hit schools in all of the state's school districts.On Tuesday at the Region 4 Education Service Center on U.S. 290, about 60 school police officers and Department of Public Safety troopers filled a room for Hansen’s training.

"They’re a lot more emotional than the average adult," she said."It definitely helps us prepare for the unknown. You go to work every day and you don’t know is not going to happen to your school."
