Singapore is set to lower its drink-driving limit and implement stricter road safety measures, including potential changes to the demerit points system and higher penalties for dangerous driving.

Singapore is set to lower its drink-driving limit, bringing its standards in line with other major Asian jurisdictions. Senior Minister of State for Home Affairs Sim Ann announced the upcoming changes in parliament on Friday, February 27th. The current limit of 35 micrograms of alcohol per 100 millilitres of breath will be reduced to 15 micrograms. Legislative amendments are expected later this year.

Sim Ann highlighted the need for a stronger enforcement posture due to increasing road safety concerns. This move aims to curb instances of careless and irresponsible behavior on the roads, which have led to injuries and fatalities.\The Ministry of Home Affairs (MHA) is also considering tightening the Driver Improvement Points System, often called the demerit points system. This could involve reducing the number of points a driver can accumulate before suspension and extending suspension periods. The goal is to deter dangerous driving and keep unsafe motorists off the roads. Furthermore, the ministry is studying raising penalties for dangerous driving cases where a driver intentionally endangers another person. This could involve introducing a new offense with a higher maximum penalty than the existing dangerous driving causing death charge. The measures are in response to concerning trends, including a 26 percent increase in speeding violations and a 27 percent rise in red light running-related incidents and accidents compared to the previous year. The government is also addressing concerns related to foreign-registered vehicles and electric vehicles (EVs) to enhance road safety comprehensively.\Sim Ann emphasized that in developing road safety solutions, MHA will consider the perspectives of vocational drivers, having consulted relevant transport-related unions. Simultaneously, the government is focusing on strengthening deterrence and enforcement against errant drivers of foreign-registered vehicles, as they constitute a significant portion of traffic. Additionally, the authorities are looking at differentiating license plates for electric vehicles. This will enable Singapore Civil Defence Force (SCDF) responders to easily identify EVs involved in incidents, allowing them to implement specialized procedures during emergencies, such as establishing wider safety cordons due to the potential for more intense flames. The public will also be able to identify and take appropriate precautions when an EV is affected. These measures reflect a comprehensive approach to improve road safety and adapt to emerging challenges, like the increasing presence of EVs, while addressing existing issues such as drunk driving and dangerous driving practices
