The California Air Resources Board has voted to approve an ambitious plan to achieve carbon neutrality in the state by 2045

Doing so will require a rapid transition away from oil and gas and toward renewable energy to power everything from cars to buildings. SACRAMENTO, Calif.
Capturing large amounts of carbon and storing it underground is one of the most controversial elements of the proposal. Critics say it gives the state's biggest emitters reason to not do enough on their part to mitigate climate change. Another goal would mean new residential and commercial buildings will be powered by electric appliances before the next decade.
Connie Cho, an attorney for environmental justice group Communities for a Better Environment, called the plan “a huge step forward” to mitigate climate change and protect public health.
