China-born She Zhijiang, who holds Cambodian citizenship, has endured violence that left him unable to stand and has been subjected to unwanted visits from Chinese officials, according to a letter to the international police organization seen by Reuters.

She was arrested in Bangkok in 2022 on an international warrant and an Interpol red notice issued by Beijing, which accuses him of operating illegal online gambling operations in Southeast Asia. She and his legal team assert that the case is politically motivated. In their January 9th letter to Interpol, shared with Reuters, the lawyers, Clara Gerard-Rodriguez and Pierre-Olivier Sur of the France-based firm FTMS Avocats, stated that She has been held in solitary confinement, chained, denied medical treatment for a spinal injury, and prohibited from contacting his family. They described the treatment as 'particularly inhumane' and 'institutional' human rights violations.China's Foreign Ministry told Reuters in a statement that She was a Chinese national and a 'key figure in online gambling and telecom fraud crimes,' asserting that the evidence against him was 'conclusive.' The ministry welcomed the Thai court's decision to extradite him, calling it an important achievement in Thai-Chinese law enforcement cooperation. She's lawyers are appealing the extradition ruling. Thailand's Ministry of Justice declined to comment, referring inquiries to the Department of Corrections, which did not immediately respond. An Interpol red notice must adhere to the organization's rules, which prohibit activities of a political, military, religious, or racial nature, an Interpol spokesperson said, declining further comment
