A Singaporean woman named Phua Shewn Ying, 43, also known as Pan Xuanying, has been convicted of operating an online vice ring that exploited six sex work ers. Phua faced financial difficulties and resorted to running the syndicate in 2017. She recruited both Singaporean and Malaysian women to provide sexual services through her online platform.

Between November 2022 and January 2023, Phua's accomplice, Lim, transferred over $110,000 of ill-gotten gains to a bank account, contributing to his wife's lifestyle financed by the sex work earnings. Phua pleaded guilty to five prostitution-related charges under the Women's Charter, while Lim admitted to two charges including dealing with the proceeds of criminal conduct.Phua initially operated the syndicate alone, finding her first worker through an online forum. She charged customers $650 to $700 per hour for the services provided by the women. Over time, Phua's operation expanded, and she partnered with a Malaysian agent, 'Cynthia,' to manage the influx of workers and earnings. Phua shared approximately half of her earnings with Cynthia, who collected payments from the workers. Phua advertised the services of the Singaporean women from $550 to $750 per hour and the Malaysian women from $550 to $600 per hour.To avoid detection, Phua sought to distance her personal finances from the earnings of the sex workers. She requested her accomplice, Lim, to help her open a bank account specifically for this purpose. The couple was arrested in January 2023, and the details of their operation were uncovered. The prosecution is seeking a sentence of up to 25 months' imprisonment and a fine of $170,000 for Phua. The sentencing hearing is scheduled for January 15, 2025.
