From April 1, significant changes are coming to how real estate agents distribute flyers in Housing and Development Board (HDB) estates across Singapore . The Singapore Institute of Estate Agents ( SIEA ) and five major real estate agencies, PropNex, ERA , Huttons Asia , OrangeTee & Tie, and SRI , have joined forces to implement stricter regulations on flyer distribution .
This collaboration, formalized through a Memorandum of Understanding (MOU) signed on February 13, aims to address concerns regarding improper flyer distribution practices that have become a common source of annoyance for many HDB residents. The new framework mandates that property agents from these agencies must adhere to specific guidelines, ensuring flyers are distributed responsibly and without causing unnecessary inconvenience to residents. The primary objective is to create a cleaner and more pleasant living environment for all residents of the HDB estates. The initiative emphasizes ethical conduct and provides a standardized process for handling any violations of the guidelines.\The core of the new regulations centers around how flyers are delivered to HDB residents. Agents are now required to use designated methods of distribution, such as mailboxes, to deliver their promotional materials. This shift away from leaving flyers at gates, doors, or other common areas is intended to prevent littering and reduce the amount of unwanted paper clutter in public spaces. The SIEA will play a crucial role in overseeing the implementation of these new rules. The organization will act as the industry's secretariat, keeping records of complaints and ensuring consistent monitoring and enforcement across all participating agencies. This centralized approach aims to enhance accountability and create a level playing field for all agents. Participating agencies will be responsible for informing the SIEA of any complaints from residents regarding errant property agents. The agencies will also implement a standardized approach to handling breaches of the new flyer distribution regulations. This will include a graduated system of consequences for non-compliance, such as warnings, mandatory training, and suspension from flyer distribution, thereby incentivizing agents to change behavior and adhere to the guidelines. \The initiative is widely welcomed by HDB residents. Many have expressed frustration with the current situation, citing the nuisance of flyers being blown around, accumulating on the floors, or even creating security concerns. The new regulations seek to directly address these issues by promoting the use of designated channels for flyer distribution and holding agents accountable for their actions. For example, a 24-year-old retail associate, Lish, reported receiving flyers at her HDB unit in Woodlands approximately once or twice a week. She finds it to be a nuisance when the flyers are blown away and found on the floors. A homemaker in her 50s, who wishes to remain anonymous, said that requiring agents to distribute flyers via official channels will reduce the number of flyers strewn across the floors of common areas, and will help lessen the work for cleaners at HDB estates. PropNex's key executive officer, Lim Yong Hock, acknowledges that flyer distribution is an essential tool for many agents but also recognizes the concerns from HDB residents regarding improper distribution and pledged to ensure salespersons adhere to responsible practices. With over 32,271 property agents, representing over 87% of the agents in Singapore, complying with the new guidelines, the impact on the living environment in HDB estates is expected to be substantial.
