Singapore authorities have taken decisive action against individuals found to be harbouring immigration offenders, charging four people on April 30th with related offenses. The individuals involved comprise a 35-year-old Singapore an man, a 37-year-old Burmese national, and two Chinese nationals aged 48 and 58.
These charges underscore the Immigration and Checkpoints Authority’s (ICA) commitment to enforcing immigration laws and maintaining the integrity of Singapore’s border control measures. The cases highlight varying degrees of involvement, ranging from knowingly providing shelter to individuals with expired visas to unintentionally harbouring those who had overstayed for extended periods. The penalties for such offenses are significant, reflecting the seriousness with which Singapore treats breaches of its immigration regulations.
The first case involves Loh Yong Teong, a 35-year-old Singaporean, who is accused of allowing a 43-year-old Malaysian man, Beh Chun Chun, to reside with him after Beh’s visit pass expired in March 2025. Investigations by the ICA revealed that Beh stayed with Loh at a unit in Block 290 Bishan Street 24 from March 2025 until January of this year.
Notably, Beh had a prior criminal record, having been previously convicted and sentenced to imprisonment and caning for a separate offense. Following his conviction in this latest case, Beh was deported from Singapore and is now prohibited from re-entering the country. The other three individuals were charged in separate cases, all concerning immigration offenders who had been illegally residing in Singapore for over a decade.
Yu Baojun, 48, and Xiao Xilin, 58, both Chinese nationals, are accused of harbouring unrelated Chinese nationals. Yu allowed Lin Yaling, a 40-year-old Chinese woman, to stay at Block 66 Marine Drive from May 2025 to January 2026, despite her work pass being cancelled in July 2013. Lin received a jail sentence and a fine, and was subsequently deported and barred from returning to Singapore.
Xiao, believing that 48-year-old Liu Yi possessed a valid work pass, permitted her to stay at 23 Geylang Lorong 11 from March 2025 to November 2025. However, it was discovered that Liu had entered Singapore illegally in 2011. She too faced a jail sentence, a fine, and deportation. The fourth case centers around Tin Zaw Hein, a 37-year-old Burmese national, who is accused of providing shelter to Khin Sandar Win, a 45-year-old Myanmar woman.
Khin resided with Tin at Block 204 Bukit Batok Street 21 from March 2024 to December 2025, despite her visit pass expiring in September 2014. She was sentenced to six months’ imprisonment and deported, also facing a ban from re-entering Singapore. The ICA has issued a strong statement emphasizing its zero-tolerance policy towards anyone found to be harbouring immigration offenders.
The authority urges individuals who rent out their properties to conduct thorough checks on the immigration status of potential foreign tenants, ensuring their stay in Singapore is lawful. The legal consequences for harbouring overstayers or illegal immigrants are severe. Those found guilty of doing so recklessly or knowingly face a mandatory jail term of between six months and two years, in addition to a fine of up to $6,000.
Even negligent harbouring can result in a fine of up to $6,000 and/or a jail term of up to 12 months. These stringent measures are designed to deter individuals from assisting those who violate Singapore’s immigration laws and to safeguard the country’s security and economic stability.
