NCMP Andre Low questioned the proposal to retroactively validate past fee collections by four government agencies, arguing that it may extinguish citizens rights to bring claims without sufficient transparency on who was affected.
In parliament on Thursday , NCMP Andre Low raised concerns over the proposal to retroactively validate past fee collections by four government agencies. He noted that the government has not said who was affected, by how much, or for how long; and the House was being asked to “extinguish citizens’ rights” to bring claims without knowing if those claims could have had merit.
Mr Low said this does not meet the government’s own standards. He cited two instances – what was said about the backdating of provisions in a 2023 bill to allow President Tharman Shanmugaratnam to hold international appointments in his private capacity, and refunds given for wrongly charged GST on government fees in 2024.
